Abstract

Abstract: 

This study aims to highlight the problem of government spending in Algeria in light of the rentier economy, where Algeria is one of the countries that depend on the implementation of its development plans on oil, which would affect the price fluctuations associated with external factors on the situation of the national economy. That determines the state of stability or imbalance and this is because the fiscal policy in Algeria linked and subject to the oil revenues, which characterized the weakness of fiscal policy in Algeria. From this we will try to highlight the relationship between the two variables government spending and oil prices.

تهدف هذه الدراسة إلى إبراز إشكالية الإنفاق الحكومي في الجزائر في ظل إقتصادها الريعي، حيث تعتبر الجزائر من الدول التي تعتمد في تنفيذ خططها التنموية على البترول وهو الأمر الذي من شأنه أن تؤثر تقلبات أسعاره المرتبطة بالعوامل الخارجية على وضعية الإقتصاد الوطني فالإنفاق الحكومي له علاقة بأسعار النفط التي تحدد حالة الإستقرار أو الإختلال وهذا لأن السياسة المالية في الجزائر مرتبطة ومرهونة بالإيرادات البترولية وهو الأمر الذي ميز ضعف السياسة المالية في الجزائر. ومنه سنحاول في هذه الدراسة إبراز العلاقة بين المتغيرين الإنفاق الحكومي وأسعار النفط.

Cette étude vise à éclaircir le problème des dépenses publiques en Algérie à la lumière de l'économie basée sur la rente, où l'Algérie est l'un des pays qui dépendent de la mise en œuvre de ses plans de développement du pétrole. Et cela affecterait les fluctuations de prix liées à des facteurs externes de l'économie. Statut de l'économie nationale. Cela détermine la stabilité ou le déséquilibre auquel la politique budgétaire algérienne est liée et soumise aux recettes pétrolières, qui se caractérise par une politique budgétaire faible en Algérie. À partir de là, nous essaierons de mettre en évidence la relation entre les deux variables de dépense publique et de prix du pétrole
