Abstract

Abstract: 

The end of the Cold War witnessed the emergence of regional blocs as a new form of international organization, and with it new topics, concepts and variables emerged, mainly related to the racial and ethnic cultural diversity, especially after the collapse of the eastern camp.
  This stage was characterized by an increase in interest in culture in the international arena in general and its impact on national security in particular, and with the passage of time it became an obsession and a challenge for the international community, which led to the need for international cooperation in the cultural aspect.
 The following problem arises: How effective is international cultural cooperation in achieving international peace and security, and its contribution to facing current challenges?

       لقد شهدت نهاية الحرب الباردة بروز تكتلات اقليمية كشكل جديد من أشكال التنظيم الدولي ، و تجلت معه مواضيع و مفاهيم و متغيرات جديدة ترتبط أساسا بالتنوع الثقافي العرقي و الاثني خاصة بعد انهيار المعسكر الشرقي .

  و اتسمت هذه المرحلة بتزايد الاهتمام بالثقافة في الساحة الدولية بشكل عام و تأثيرها على الأمن القومي بشكل خاص ، و أصبح مع مرور الوقت يشكل هاجس و تحدي بالنسبة للمجموعة الدولية و هو ما أدى إلى ضرورة التعاون الدولي في شقه الثقافي .

 و تطرح الإشكالية التالية : ما مدى فعالية التعاون الثقافي الدولي في تحقيق السلم و الأمن الدوليين ، و مساهمته في مواجهة التحديات الراهنة ؟

La fin de la guerre froide a vu l'émergence de blocs régionaux en tant que nouvelle forme d'organisation internationale, et avec elle de nouveaux sujets, concepts et variables ont émergé, principalement liés à la diversité culturelle raciale et ethnique, en particulier après l'effondrement du camp oriental.
  Cette étape a été caractérisée par un intérêt croissant pour la culture sur la scène internationale en général et son impact sur la sécurité nationale en particulier, et avec le temps, elle est devenue une obsession et un défi pour la communauté internationale, ce qui a conduit à la nécessité d'une coopération internationale dans le domaine culturel.
 Le problème suivant se pose: dans quelle mesure la coopération culturelle internationale est-elle efficace pour parvenir à la paix et à la sécurité internationales, et sa contribution aux défis actuels?
